Foreign food packaging requires frequent overweight exports to be cautious

[China Packaging Network News] food contact packaging materials such as food packaging, containers and food safety are closely related, it can protect food, but if the use of packaging materials is not qualified, it may lead to harmful substances infiltrated into the food, there is a big security risk. In recent years, due to frequent food safety incidents, the safety and health requirements for foods in various countries have been increasingly stringent, and the supervision and control of food packaging and other commodities has continued to increase. New regulations such as food packaging and food contact materials have been issued successively in major markets such as the European Union, the United States, and Japan, as well as emerging markets such as Indonesia. Prevention and control efforts have been frequently overweight, and relevant export companies must pay close attention.

Restricted scope of chemical hazards

Food packaging is generally made of metal, glass, paper, plastic, composite materials, etc., and the production process involves a variety of processing technology and production auxiliaries, the risk of the transfer of toxic and hazardous chemicals. In October 2014, nine organizations such as the United States National Natural Resources Protection Organization and the Breast Cancer Fund jointly initiated a petition to fda to prohibit the presence of perchlorate and long-chain perfluorocarbons in food packaging that may affect fetal development and carcinogenicity. And other types of chemical substances, and such substances as functional additives are widely used in plastic food packaging and other materials, which sounded a warning to the US food companies.
In conventional food contact materials, toxic chemicals such as phthalic acid plasticizers, toxic dyes, and heavy metals have all been banned from detection, and the scope of restrictions has been continuously extended. Taking bisphenol A as an example, since 2013, the use of bisphenol A in baby bottles and other infant products has long been banned by the European Union, Australia, and other countries, and has triggered a chain effect globally. France, on the other hand, announced that from January 2015, a total ban on the production, import, export, or sale of any food package containing bisphenol A is in order to avoid potential harm to the health of ordinary consumers. In addition, the use of food packaging modifications such as toxic inks is gradually being banned by EU countries such as Germany, and the scope of prohibition will gradually expand.
Food safety testing requirements increase

The migration of food simulants is an important evaluation indicator of whether food contact materials meet the safety and health requirements. Recently, many countries have issued new regulations for this indicator and increased the migration requirements. According to EU Regulation No. 10/2011 issued by the European Commission, from January 2016, the testing requirements for the migration of some food contact materials will be significantly tightened, such as specific migration conditions for food storage tanks with a storage time of more than 6 months. From the current 40°c/10 days to 60°c/10 days. Australia and New Zealand frequently updated the requirements for migration and specific chemical migration levels in food packaging and continuously strengthened monitoring.
In addition, as a major ASEAN Member State, Indonesia also issued the bulletin g/sps/n/idn/97 in January 2015 to revise the use of plastic food contact materials in various foods in Annex 2c of the Food Packaging Management Regulations. Conditions of use, and revision of the maximum migration of various plastic materials under different conditions and various types of food contact. Korea also issued g/sps/n/kor/481 notification to amend the standard specifications for food containers, containers and packaging, to adjust test simulants for different products, and to add polyethylene terephthalate (PET) Material acetaldehyde content test and other requirements.
Strengthen internal strength and improve quality and safety

The export of food packaging containers and foods with packaging exports in Ningbo each year amounts to several billion US dollars, and the growth rate is good. Frequent updates on foreign food packaging requirements will be used in the procurement of raw materials and production processes for food export companies and food packaging container manufacturers. Supervision, raw materials and quality inspection of finished products will bring some impact, and it will also bring certain impact on related industries. Relevant exporting enterprises should raise their awareness of risk response and speed up internal management transformation:
The first is to raise product quality and safety awareness. Food safety is related to life and health. It is a hot spot in the society at the moment. Production enterprises should strengthen their sense of responsibility. While valuing the inherent quality of food, the quality requirements of food packaging cannot be ignored. We must strictly control raw material procurement sources, do not use inferior materials, strengthen the control of production processes, and must not operate in violation of regulations to prevent food quality problems from being caused by structural damage to packaging materials, and to strictly control the infiltration of toxic and hazardous substances during subsequent packaging processes. .
The second is to pay close attention to the dynamics of the international market. Pay close attention to the update of technical barriers to trade in export markets, and keep abreast of the latest information in order to guide product design and production. In particular, it will strengthen the study of technical regulations and standards in closely regulated countries and regions such as the European Union, the United States, and Japan, and at the same time pay attention to follow-up on the technical regulations of emerging market entities. Pay attention to foreign product quality notification information, understand the corresponding latest hot spots, and gradually establish the company's internal early warning mechanism, targeted improvement of product quality.
The third is to continue to improve quality control capabilities. Increase the research on the characteristics of its own products, and use different packaging materials for different products to avoid risks. At the same time, it actively participated in the latest international technical regulations and general meetings and related training to improve the company's understanding of international regulations and strengthen its own quality monitoring capabilities. Proactively seek technical and policy advice and support from inspection and quarantine departments, industry associations, and other departments, and fully cooperate with the supervisory authorities in quality and safety supervision to jointly promote food safety.
South Korea revised food labeling standards

Recently, in order to better promote consumer understanding of food, the Korea Food and Drug Safety Department issued a notice to amend some of the “Content Standards for Food, etc.”, specifically relating to the identification of food allergy slogans and the expansion of food product label fonts. Improve and expand the food allergy labeling method and labeling target, delete the detailed categories of bread foods, and delete the content identification of beans and nuts.
Food labeling as a “food identity card” affects consumers’ choice of food and is an important part of food safety management. In recent years, as food hygiene and safety have received more and more attention from people, South Korea has repeatedly revised relevant standards and made detailed provisions on the labeling of imported foods. Therefore, relevant export companies are reminded: First, to understand in depth the specific contents and requirements of Korean food labeling standards to ensure the correct understanding and application of food labels; Second, to strengthen communication with importers, standardize the export food labeling, and do inspection work.
