Improper disposal of medical plastic waste

In the future, regardless of unit or individual, if they dump and stack medical waste including medical plastic waste and pesticide waste, they may be fined 50,000 yuan. Recently, the Beijing Municipal Environmental Protection Bureau drafted the "Beijing Municipality's Regulations on the Prevention and Control of Environmental Hazardous Waste Pollution" (draft for solicitation of opinions), and is now making public announcements on the Internet and widely soliciting opinions from the general public.

It is understood that the "Regulations on the Prevention and Control of Environmental Hazardous Wastes Pollution in Beijing" has been included in the 2004 Beijing People's Congress legislative plan. According to the Regulations (Draft for Comment), hazardous waste generators must store, use, treat, and dispose of hazardous waste in accordance with relevant regulations, and prohibit the dumping and stacking of hazardous waste. Violators may be fined no more than 50,000 yuan. There are 47 kinds of hazardous wastes listed in the National List of Hazardous Wastes, including clinical wastes, medical wastes, pesticide wastes, and dye coating wastes, including waste plastic bottles, infusion tubes and other medical plastic waste.

At the same time, the “Regulations (Draft for Comment)” also proposed that the municipal competent department of environmental protection administration should formulate plans for centralized disposal of hazardous waste in Beijing in accordance with the national hazardous waste disposal plan. After the planned facility for the centralized disposal of medical waste is completed, the original medical waste treatment facilities in the urban area shall be closed; the original scattered medical waste disposal facilities in the outskirts and counties shall be gradually closed. After the planned facilities for the centralized disposal of other hazardous wastes are completed, the original hazardous waste disposal and operation facilities shall be gradually closed. Enterprises with large quantities of hazardous wastes should adopt advanced technological standards to build their own disposal facilities and encourage them to accept the same types of hazardous wastes in the surrounding areas at market prices. The administrative department of public health shall supervise and manage the classification, collection, packaging and storage of medical waste in accordance with the provisions of pollution prevention and control.
