On the reform of government printing plant

The agency printing plant I am talking about here has its specific meaning and restrictions, namely:

1. It belongs to a certain party, government, military or institution, and has a limited scale (excluding large and medium-sized printing factories under the jurisdiction of ministries).

2. Have a printing license and have the legal qualification to undertake social printing.

3. The scale and quality of resources (field, equipment, personnel, capital, technology, management) reach a certain standard and can meet the corresponding market (customer) needs.

Does the government printing plant really need reform?

The answer is yes. This is because:

1. China has established the establishment of a socialist market economic system, and the government printing plant is the product of the planned economy era, and it must also be reformed; it must also be transformed into a clear property right, independent management, self-financing, independent accounting, self-restraint, self-reliance The main body of the socialist market economy seeking development. This is the irresistible external environment, background, and trend facing the government printing plant.

2. Three of the supporting reform measures recently issued by the state have made the situation faced by government printing plants more urgent and severe.

First, the state organs have tendered for government-purchased printed materials, and several Beijing and foreign printing plants of varying sizes have won the bid. The factories that did not win the bid, especially the printing factories affiliated with the state organs, faced a crisis of reduced or even cut off the living sources.

The second is that the party and the state require the logistics of the army to ensure social (civilian quality), which causes the printing plants to which the military is affiliated to face the same situation.

Third, the Press and Publication Administration has decided to change all publishing houses (except the People's Publishing House) in the country to enterprise units, which has a negative impact on the social printing presses.

Where is the difficulty of the reform of government printing plants?

According to personal understanding, I think the difficulty lies in the lack of understanding of the necessity and urgency of the reform by the leaders or (and) employees of the government printing plant. How can they raise their awareness? The key lies in guiding them out of misunderstandings, and to realize that their current mode of survival does not conform to the laws of the socialist market economy; without reform, they will be unable to make a living.

For example, an agency printing factory that I know has 200 employees, with an annual output of 10,000 reams, an annual sales income of 10 million yuan, and an annual per capita income of 15,000 yuan; while a large printing factory has 1,000 employees and consumes annually. The paper volume is 300,000 reams, the annual sales income is 50 million yuan, and the annual per capita income is 15,000 yuan.

What conclusion will be drawn by comparing and analyzing the above two sets of data?

1. Small factory output per capita: 10000 reams / 200 = 50 reams; large factory output per capita: 300,000 reams / 1000 = 300 reams. Compared with the two: 50/300 = 1/6.

2. Personal income ratio: 15,000 yuan / 15,000 yuan = 1/1.

3. Per capita sales revenue of small factories is RMB / 200 = 50,000 yuan; per capita sales revenue of large factories is RMB / 1000 = 50,000 yuan. Both are equal.

4. The unit price of small factories is 10,000 yuan = 1,000 yuan / order; the price of large factories is 30,000 yuan = 166 yuan / order. Compared with small factories: 1000/166 = 6/1.

It can be seen from the above comparison:

Every person in a small factory only gets 1/6 of the work of a big factory every year and gets the same income; the reason is that the unit price of the small factory is 6 times that of the big factory.

Such preferential prices are the product of a planned economic system, and some publishing houses also allocate profits to their printing houses (with economic indicators). But will such prices exist for a long time? From the first part of the analysis, it can be concluded that the preferential price will be greatly reduced until it ceases to exist, and all printing plants will face roughly the same market price. At that time, it depends on who is doing more and faster and better.

Taking the printing factory of the organization mentioned in this article as an example, if calculated according to the unit price of a big factory, his employee income is roughly 1.5 * 1/6 = 2500 yuan, which is only more than 200 yuan per month; this is definitely not acceptable to everyone. If this factory wants to exist, it can only find ways to work more, work more, and make more money. And if you want everyone to work harder, you need to increase the quota and implement three system reforms until the shareholding system reform with clear property rights. This is also a common path for general enterprise reform. The difference lies in those who reform early, take advantage early, and benefit early.

Hope that the printing company of the government can recognize the situation and overcome the difficulties, and journey in the morning to win first.
