Renovate new ideas for over packaging

Packaging reduction and industry self-regulation

Annual emissions of packaging waste in China account for one-third of the city's solid waste in terms of weight, and as much as 1/2 in volume, and emissions increase at an alarming rate of 10% per year.

Although some paper packaging replaces plastic containers, waste from packaging is still a problem that cannot be ignored. If calculated by weight, they account for 20%-30% of total waste; if calculated by volume, they account for 50%-60% of total waste.

Of the 660 cities in the country, 220 are surrounded by various types of garbage. One of the reasons experts believe is that packaging is excessive. In order to solve the current over-packaging problem, the revised draft of the Solid Waste Environmental Pollution Prevention and Control Act was submitted to the Tenth Session of the Tenth National People's Congress Standing Committee for the first time: Production, sales, and import of products and packaging items listed in the catalogue. Enterprises must recycle or dispose of them as required, or they can entrust relevant units to recycle or dispose of them.

It is particularly important that industry self-regulation is an indispensable part of curbing excessive packaging. The role of any system can only be fully realized when people consciously abide by it.

Not long ago, the China Baofa Association was entrusted by the Economic Operation Bureau of the National Development and Reform Commission. The Shanghai Economic Commission has formulated a temporary package for moderate packaging according to the lightweight packaging requirements set out in the second round of the environmental improvement plan for the second round of three years. It is about moderate packaging and packaging reduction. The investigation of development and the formulation of relevant regulations. Shanghai Bao Xie once organized key industry and expert seminars. Although the opinions of various parties are not the same, the more focused opinions are summarized as follows:

Under a general directive that is directional, instructive, and relatively principled, we must first select pilot projects in key industries with strong product specialities, and formulate specific provisions that embody commonalities and individuality, and facilitate implementation.

"Regulations" must fully reflect the principles of packaging reduction, environmental protection and consumer protection.

"Regulations" can be set on the product packaging are: hardcover, simple equipment and different limits of differences, pay mats, packaging costs and other content and measurement. Reference can be made to foreign experience, but it should be combined with the actual conditions of China's national conditions and social life.

Green Packaging Proposition

Green packaging claims that the "3R1D" principle has been widely recognized worldwide. The so-called "3R1D" principle refers to the reduction of packaging materials, the reuse of packaging materials, the recycling of packaging materials, and the ease of degradable packaging waste. The connotation of the "3R1D" principle goes far beyond merely requiring a moderate degree of packaging, but further requiring that the packaging be the largest [limited resources to be saved, the least amount of waste to be formed, and the least environmental pollution. China's packaging culture has lagged behind, and it is still at the stage of pursuing exquisite industrialization. The green packaging culture is yet to be established gradually.

Essentially, green packaging refers to product design, which saves resources and energy during production, minimizes waste, and is easy to recycle after consumption or can be recycled and returned to nature, with no damage to the ecological environment. The meaning of green packaging includes the two issues of environmental protection and resource regeneration in relation to human survival and development. Countries around the world are striving to achieve these requirements from the development of new non-hazardous packaging materials and the improvement of recycling technology for packaging waste. Although there are many difficulties in the development of green packaging, people's desire to thirst for green packaging is very strong. People predict that by the beginning of this century, green packaging will reach more than 50% of total packaging sales. This is a technological revolution in the packaging industry and an inevitable trend in the development of the packaging industry.

Limit excessive packaging to circular economy

For many years, many people of insight have appealed for packaging legislation. Excessive packaging activities will intensify if they do not take measures to contain them. Experts said that from the perspective of protecting consumers' rights and interests, or from the perspective of advocating sustainable consumption, relevant departments should pay attention to the phenomenon of excessive packaging of goods and make mandatory standards as soon as possible. According to relevant reports, China will vigorously develop a circular economy. Ma Kai, director of the National Development and Reform Commission, pointed out that it is necessary to fundamentally change the traditional growth model of “mass production, mass consumption, and mass disposal”. Resist excessive packaging and wasteful behavior and vigorously promote green consumption. As little as possible of resource consumption and environmental costs, the greatest possible economic and social benefits have been achieved. This will promote the harmony of the material recycling process and promote the sustainable use of resources. China has asked all localities to banish excessive packaging into circular economy laws and regulations and implement them in legislation. We applaud them.

When excessive packaging was closed, Guiyang City had already passed legislation to restrict over-packaging, and the “Enterprises should reduce the excessive use of packaging materials and the generation of packaging waste” were included in the urban circular economy laws and regulations. This regulation was implemented on November 1 last year. .
